Barracks restricted Empty Barracks restricted

We cannot enter barracks, therefore cannot find Flame of condor, after finished 3rd quest for our characters..

you need to talk to priest devin 1st
you can only go to barracks when you're doing the 3rd quest....
if you need feather of condor and condor's stone...you can find it when you win at chaos castle...
